Dr Tobias Rüttershoff has been the Head of the Konrad-Adenauer-Stiftung’s (KAS) office in Albania since July 2019. Previously, he was desk officer for East Central Europe in the Europe and North America Department, as well as desk officer in the Domestic Programmes Team of the European and International Cooperation Department of KAS. Tobias Rüttershoff studied Political Science, Public Law and International Relations at the Universities of Mannheim, Maastricht, and Sheffield, before obtaining his doctorate at the University of Exeter with a dissertation on US counterinsurgency strategy. He gained previous professional experience at the German Bundestag, the Centre for Internal Leadership of the German Armed Forces, and as a research assistant at Oxford University. As an active reservist in the German Army, he also serves as a lecturer at the Bundeswehr Command and Staff College in Hamburg.
